I've been putting together a list of the WHL prospects playing in the tournament for a number of years now, and here is this year's version. This year, by my count, there are 119 WHL prospects on the rosters of the teams invited, plus another 14 WHL prospects who are listed as affiliate players on those teams and so may or may not play in the tournament.
There are four teams from outside the WHL recruiting territory (teams from Belarus and Hungary, plus ones from New York and North Carolina) who, unsurprisingly, have no listed WHLers. A fifth team, the Ontario Jr. Reign, are from California and therefore may have WHL prospects on their roster but I haven't been able to find a roster for them yet so for now there's none of them here. If I get ahold of a roster for them I'll update this list if necessary.

- Information given is player birth year and position, plus WHL team owning their rights and how the team acquired them.
- I've specified which players are Affiliated Players (AP's). Those players may or may not be called up to play in the tournament.
- I have not researched injury situations or junior callups, so it's possible some of these players are hurt or have been temporarily called up to Junior A or even their WHL clubs, and thus won't be playing.
